County IT Seeks Vendor Help to Migrate Parcel Fabric Ahead of Esri Support Cutoff

Thurston County Information Technology staff asked commissioners to authorize a request for proposals (RFP) to hire a vendor to migrate the county’s parcel fabric and related data to a newer Esri platform version.
Staff said Esri will stop supporting versions earlier than 10.9 as of March 2026, and the newer platform is cloud-based software-as-a-service that requires migrating parcel fabric data first. IT and the assessor’s office lack in-house capacity for the migration, so staff proposed contracting vendor services for data migration, training and documentation. The work is already budgeted for 2025 and will be funded by rates charged to appropriate offices and departments.
Commissioners supported issuing the RFP; one commissioner said hiring a vendor would be a relief for staff and help ensure timely compliance with vendor support timelines. Staff said the RFP will solicit vendors to perform the migration, train users and produce documentation for the assessor’s office.
The board was asked to authorize publication of the RFP; final contract awards will follow the county procurement process.
