Executive Committee funds NCSL, CSG West and Education Commission; drops Energy Council

The Executive Committee of the Legislative Council on Tuesday approved a package of organizational dues for fiscal year 2025–26, allocating $250,754 to the National Conference of State Legislatures (NCSL), $162,081 to the Council of State Governments West (CSG West), $77,300 to the Education Commission of the States (ECS), and $0 to the Energy Council.
Natalie Castle of Legislative Council staff reviewed the history and options for dues funding, telling the committee that NCSL requested a 3% increase and that CSG West’s full dues would be $239,900 but last year the committee paid roughly 70% of that amount. "NCSL is asking for a 3% increase from 02/3500 to 02/50800," Castle said while describing line-item options in the packet.
Committee members discussed the value of networking and professional development provided by NCSL and CSG West, and several members noted low attendance history for the Energy Council. One member said the body had eliminated Energy Council funding earlier and was surprised to see it on the agenda; others supported renewing partial or full memberships for the larger national organizations but not the Energy Council.
A motion to fund the organizations as proposed passed on a roll call that recorded Duran — Yes; Lundin — No; Pugliese — No; Rodriguez — Aye; Madam Speaker — Yes; Mister President — Yes.
