Monongalia County Commission approves filing to add 82-acre parcel to Harmony Grove TIF; approves UTC requisition

MONONGALIA COUNTY, W.Va. — The Monongalia County Commission on Feb. 12 voted to submit an amended tax-increment financing application to the West Virginia Department of Economic Development that would add an approximately 82-acre parcel (Tax Map 13, Parcel 28.1) to Development District No. 5, known as the Harmony Grove TIF District, and also approved Requisition 99 for the University Town Center (UTC) Economic Opportunity Development District subaccount.

The action authorizes county staff to file a boundary-amendment application so the parcel can be included in the TIF district; if approved by the state agency, the change would allow incremental property-tax revenues from that parcel to be captured by the district to help repay outstanding bonds. Commissioners also approved a requisition totaling $1,199,006.15 from the UTC subaccount for debt service.

Why it matters: The Harmony Grove TIF was created in 2021 to fund infrastructure and site work through bond financing for projects in the park. Adding the parcel would let the district capture new incremental revenue from future residential development on the tract and apply it toward repayment of bonds issued for park infrastructure.
