Committee votes to decline ACOG EV charger grant over 20% match and funding timing

At the Feb. 10, 2025 Policy & Governance meeting, Oklahoma County committee members voted to notify the Association of Central Oklahoma Governments (ACOG) that the county will decline an EV charger grant due to an unbudgeted local match and unresolved site/installation issues.
Staff told the committee the grant requires a 20% local match — described in the discussion as roughly $85,000 — and that the county would need to front costs before reimbursement. Staff also said the grant agreement remained unsigned and that Oklahoma Gas & Electric (OG&E) had not responded to county inquiries about whether the contract amount included power installation costs. Committee members noted that the county cannot install chargers on property it does not own and said the required matching funds had not been budgeted.
The committee moved and approved a motion to contact ACOG and decline the funding at this time so the award can be reallocated to an entity able to fully fund and implement the project. Committee members discussed revisiting similar grant opportunities after the county hires a dedicated grants specialist.
Ending: Staff will notify ACOG of the county’s decision and return the EV-charger item to the grants watch list for reassessment once a grants specialist is on board.
