County office staff presented multiple administrative reports to the Kern County Board of Education: a mid‑year update to the Local Control and Accountability Plan (LCAP), the annual independent audit for fiscal year 2023–24 and School Accountability Report Cards (SARCs) for court and community schools.
Desiree (last name in transcript), who presented the mid‑year LCAP update, reviewed the plan’s goals (social‑emotional development; literacy and numeracy; course access; subgroup performance; and special-education supports) and corresponding expenditures and data points through the first half of the year. Staff explained some measures are reported only annually and that data for certain metrics would appear in the year-end report.
An external audit representative reported the district received an unmodified (clean) audit opinion for the 2023–24 fiscal year with no financial statement, federal awards or state findings. The auditor confirmed the one prior-year finding — a timing issue related to the comprehensive school safety plan — had been cleared. The board moved, seconded and approved acceptance of the annual audit report.
County staff also presented School Accountability Report Cards for the court schools and community school programs. Staff explained that some statewide comparisons in the published SARCs combine alternative programs and therefore require context when compared with traditional district reports. The board approved the SARCs for court and community schools.
No budgetary decisions were made at the meeting beyond the standard acceptance of the audit and filing of required accountability documents. Staff said they will continue monitoring LCAP progress and include year‑end results in the LCAP adoption process.
