Council approves renewed Strand task orders for utilities; SCADA limits increased

The Bargersville Town Council approved a package of 2025 task orders with Strand (presented by Mac McCauley of Strand) to provide on-call and project services for the town’s utilities. McCauley said the work is a renewal of existing task orders; the only material changes were splitting SCADA services into separate water and wastewater task orders and increasing the not-to-exceed amounts for those SCADA task orders because of expected work to incorporate new infrastructure.

The council approved the following task orders and not-to-exceed amounts (as read in the meeting):

- Task Order 25-01: program assistance (amount not to exceed $26,500). - Task Order 25-02: on-call water utility services (amount not to exceed $40,000). - Task Order 25-03: water SCADA services (amount not to exceed $45,000). - Task Order 25-04: water development model review (amount not to exceed $20,000). - Task Order 25-05: on-call wastewater utility services (amount not to exceed $30,000). - Task Order 25-06: wastewater development review (amount not to exceed $15,000). - Task Order 25-07: wastewater SCADA services (amount not to exceed $30,000).

McCauley said last year Strand combined water and wastewater SCADA in one task order; this year the firm separated them to simplify tracking and increased the upper limits for anticipated work. Council members moved, seconded and approved each task order by voice/hand vote. Council members noted the task orders are covered under an existing master agreement and that the renewals are consistent with prior years.

Staff will track expenditures against each task order and report as required under the master agreement.
