Bargersville council awards $2.43 million street-improvement contract; state grant covers portion

The Bargersville Town Council voted on Feb. 11 to award the 2025 Street Improvement Program contract to Howard Companies for $2,430,735.34, after Crossroad Engineers recommended the low bid at the opening on Jan. 30.

Trent Newport of Crossroad Engineers told the council the project includes mill-and-fill resurfacing, patching, ADA ramp repairs and the town’s West Street Phase 2 reconstruction (from Herriman south). Newport said the town received a $1.5 million grant from NDOT for the project, which will lower the town’s net cost. He described the West Street Phase 2 segment as "a much simpler project than phase 1 was," while noting Crossroad has experience addressing issues that had arisen on phase 1.

Council discussion addressed the contract total and which portions are eligible for the grant. Newport said some bid items—such as utility relocations—are not eligible under the CCMG grant and outlined approximate utility costs: water relocation about $293,003.50 and sanitary relocation about $189,000. He said those utility sums and other ineligible items mean the town will not pay the full bid amount from the grant but will facilitate the contract and use the grant funds where eligible.

A motion to award the contract passed unanimously. The council instructed staff to complete contract documents and proceed with coordination for the NDOT-funded portions and the utility relocations. The town has previously worked with Howard Companies on West Street Phase 1 and will document lessons learned at project start-up.

Votes on the award were taken by voice/hand; the motion carried and the council directed staff to finalize award documents.
