Madison City Plan Commission approves final-plat amendment for Circle K at 224 East Second Street

The Madison City Plan Commission on Feb. 10 approved PCAF-25-1, an application to amend the final plat for 224 East Second Street, enabling the Circle K store on the site to combine three parcels and proceed with an interior remodel and a small addition.
The amendment, approved by roll call vote, was described by the applicant as a project to modernize the convenience store interior and add roughly 100 square feet on the east side of the building. The commission voted yes: Plan Commissioner Rick Ferris, Plan Commissioner Joel Storm, Plan Commissioner Carl Eglin, Plan Commissioner Patrick Tavanagh, Plan Commissioner Mike Armstrong and Plan Commissioner Jerry Ralston.
Applicant Jacob Moss told the commission the work is “a complete gut remodel, to modernize the facility,” and said the building addition is “around a hundred square feet.” He said the project does not include changes to the gas canopy or site circulation. Moss said the addition will occupy one parking stall facing Jefferson Street; he described the addition as roughly 10 by 10 feet.
Moss also told commissioners the project went before the Historic Design Board about two weeks earlier and received design approval. A nearby resident who identified their address as 213 Jefferson Street told the commission they were concerned the eastward addition could encroach on a historic rock wall that forms the property boundary behind the Circle K. “We just didn't want this to end up pushing it out more,” the resident said.
Moss responded that he would make the design and construction team aware of the existing wall, coordinate foundation work, and that the proposed addition is intended to be flush with the back wall.
There was no further public comment. A commissioner moved to approve PCAF-25-1; the motion carried on the roll call vote listed above. The commission had no old business and adjourned the meeting.
The action applies to parcel ID 391302241-031-000-007 at 224 East Second Street, in the Madison City Central Business District and historic district overlay. The approval allows the owner to combine the three parcels into a single lot to support the stated interior renovations and the small east-side addition.
