The Madison City Redevelopment Commission voted to approve a $90,000 contract with JTL to provide inspection services for the Madison Connector Trail.
Commission staff member Tony said JTL’s inspection contract will be paid from grant funds secured for the trail and described the project as a phased effort tying downtown to Clifty Falls State Park. “JTL will conduct inspection services for the trail for $90,000,” Emily, a city staff member, said, reading the contract details included in the meeting packet.
The contract was presented as part of the city’s phase 1 work. Tony said about “96% of the project is all grant dollars,” naming REDI and a DNR award (described in the packet as “2.16,” unit not specified) and noting the Jefferson County Commissioners had pledged $100,000 toward the project. Tony also said Hanover College would fund phase 2 through a Lilly Community Connection grant.
Tony cautioned the commission that the construction work along Clifty Hollow Road may encounter unforeseen conditions, including drainage issues and potential conflicts with a gas line. “It’s gonna be an interesting construction process along the interstate,” Tony said, adding that test borings had begun to check subsurface conditions.
The staff presentation included a map and renderings showing phase 1 extending from the viaduct at Heritage Trail toward the park and a new parking lot at the trailhead. Tony said phase 1 is designed, funded and bid, while phase 2 design work is expected to begin later in the summer. He told the commission there will be temporary lane closures during construction but no full road closures.
A motion to approve the contract was made, seconded and approved by voice vote. The commission did not record individual vote counts in the minutes.
The city will return with updated reporting in April that breaks out individual TIF funds and shows debt payments; staff said that next reporting cycle materials will be presented in March and submitted to Gateway before April 15.
