Board approves one-year conditional use for in‑home daycare at 904 E. Second St.

The Madison City Board of Zoning Appeals approved a one‑year conditional-use permit Feb. 10 allowing an in‑home daycare at 904 East Second Street, subject to conditions intended to manage parking and hours.

Applicant Britney Jackson told the board she intends to operate on a limited scale and will use an oversized driveway and a neighboring driveway area (her mother’s) to accommodate drop-off and pickup, saying she would “park as far back as we possibly can so that they have plenty of room.” Jackson said she is licensed for up to 12 children but did not expect to enroll that many immediately.

Board members reviewed the nine statutory conditional‑use criteria. Members said the proposal would provide a needed downtown childcare option, would be harmonious with the comprehensive plan, and would not substantially change the character of the neighborhood. Board member Mark Acosta noted that parents’ typical drop-off/pick-up patterns made the proposed hours workable for managing traffic.

The board approved application VZCU-24-65 for a period of one year with two explicit conditions: hours of operation limited to 6:30 a.m.–4:30 p.m., and all parking to be off‑street. The board recorded that the conditional use is subject to state licensing and local inspections; violations can prompt review or withdrawal of the permit.
