Anacortes council approves temporary easements for Cascade Natural Gas regulator relocation

The Anacortes City Council on Feb. 10 authorized the mayor to execute two temporary construction easements allowing Cascade Natural Gas to complete a regulator-station relocation to the corner of R Avenue and 20th Street.
Councilmember Cleland McGrath moved the action; the motion carried on a unanimous recorded vote (Walters, Cleland McGrath, Moulton, Hubig, Fantini, Young voting yes).
City staff explained the easements cover two county parcel areas (Parcel 112899 and Parcel 77984) and extend over limited upland areas adjacent to the Tommy Thompson Trail. The work is time-limited and tied to the construction schedule; staff said they negotiated easement language to avoid disrupting public access to the trail during construction and to require restoration when work is complete.
Staff said the regulator had originally sat within city right-of-way near the MJB development and the relocation was required under the city's franchise agreement with Cascade. The company requested an expansion of the previously granted construction footprint to accommodate grading and swale adjustments on the new site; staff recommended the additional, temporary easements and represented that the legal descriptions had been reviewed.
The motion approved read: “Authorize the mayor to execute two temporary construction easements between the City of Anacortes and Cascade Natural Gas Corporation regarding the relocation and installation of a regulator station to the corner of R Avenue and 20 Second Street.”
Council and staff confirmed the easements are temporary, limited to the construction period, and include provisions to protect the trail. No fiscal contribution by the city was reported for this action; it implements an agreed relocation under the franchise arrangement.
