Staff recommended denial of the parking variance and the height special‑use permit, citing compatibility and parking shortfalls. The applicant said the phase change responds to observed market demand for additional studios and three‑bedroom units and that cross‑access and a recorded parking‑easement agreement with the adjacent property provide supplemental parking if needed. The applicant also offered an added landscaping commitment: 36‑inch box trees along Rancho Drive.
The commission approved the site development plan amendment, the special‑use permit for height in the airport overlay district and the parking variance subject to staff conditions and the added tree condition. Commissioners said the proposed unit mix and access arrangements, plus the recorded cross‑access easement, supported the variance.
Commissioners also requested the developer maintain landscaping and tree health along Rancho Drive; staff and the developer agreed to the added landscaping condition. The item will move forward to City Council on March 19, 2025.
