The Planning Commission voted to approve a package of land‑use requests from Tri Pointe Homes for properties north of Kyle Canyon Road, including general plan amendments, rezoning and petitions to vacate right‑of‑way. Staff recommended approval of the amended general plan and rezoning requests and recommended denial of variances and the tentative maps; the commission approved the amended GP/ZON requests and the vacates, and approved the tentative maps with additional conditions.
Staff advised that late revisions from the applicant changed rezoning and tentative map details and that staff had recommended an abeyance to review those revisions, but the applicant proceeded. The revised materials reduced the number of tentative‑map lots in the northern map from 47 to 34. (Nicole Eddowes and staff comments read into the record.)
The commission approved new zoning and the petitions to vacate public right‑of‑way and conditionally approved both tentative maps with added conditions requested by commissioners. The added conditions require that perimeter trees be 36‑inch box size and that, if the on‑site detention basin is later determined by the city engineer to be unnecessary, a maximum of three additional lots could be added (subject to any required mapping procedure at the time).
Commissioners praised changes that reduced intensity and added trail connections and open space; several commissioners noted the project’s long review history and Ward‑level coordination. A motion to approve, subject to staff conditions and the added landscape and detention conditions, carried and the item will move to City Council on March 19, 2025.
The approvals are for conceptual land‑use changes; phase‑level site plan review and civil approvals remain required for each building and subdivision phase.
