City updates ARPA and capital projects: OSC maintenance building, pool liner repair, playgrounds and batting cages

OSC maintenance facility and staff amenities Staff said the OSC maintenance building has reached the end of its useful life and that ARPA funding will replace the existing structure with a larger, 50‑by‑70‑foot maintenance building modeled on the Shane Kelly shop. The new building will include a crew break room, a supervisor office and restrooms, chemical storage, lockers and an equipment storage bay; staff said the building addresses longstanding crew needs such as air conditioning and onsite restroom access.
Pool liner failure and repair Staff described an extended investigation into recurring pool liner and gutter problems at one facility. After replacing the liner, staff said contractors found an underground break in a static line and groundwater entering beneath the liner; the combination of an underground break and liner connection issues caused air pockets in the gutter and water loss. Staff said warranty repairs were completed by the vendor and that the city has performed pressure testing and backfill; staff reported the pool is now stable and that the vendor covered the warranty work.
Playground, batting cages and ARPA projects Staff summarized a broad package of ARPA and capital activity: playground replacements across parks (with turf surfacing and shade structures), paver and sidewalk repairs in Oviedo on the Park, replacement of multiple field heaters and facility HVAC improvements, and ongoing painting and maintenance work at more than 30 city locations. Staff said Oviedo Babe Ruth donated funding for new batting cages at the Alito Sports Complex; the city paid for supporting concrete and turf installation and opened the new cages in winter.
Timing and procurement Staff said many ARPA projects are complete, several are in final procurement or construction phases and some remain in planning. Staff noted supply‑chain delays on specialty items such as rackets‑court flooring, which slowed final completion of the senior center work noted elsewhere in the meeting. For sidewalk/paver repairs in the park, staff said they will replace dozens of panels and continue tree‑root mitigation work.
Ending: staff asked the board to note that ARPA funding accelerated deferred maintenance and that the department will return with project timelines and updates as work progresses.
