At its Feb. 11 meeting, the Springfield Conservation Commission voted to issue a full certificate of compliance for the property identified in the hearing as 149 Winterset after reviewing an engineer's stamped letter confirming that the completed work met the conditions of the original order.
The commission heard that an engineer submitted a letter and supporting documentation stating "the work in the plan were consistent with the order conditions" and offered a "proof of compliance," which the commission accepted as evidence. The former owner, Thomas, confirmed he owned the property at the time the work was performed and that the property has since been sold.
A motion to issue the certificate was made and seconded during the meeting; Commissioners Collins, Miller, Ryan and Bongiovanni recorded "yes" votes and the motion carried. After the vote, the former owner asked that the certificate be sent to both himself and Carolyn, the buyer's agent; staff said they would send it as requested.
Commissioners did not raise further substantive objections during the discussion. The commission's action formalizes that the work subject to the earlier enforcement order is complete according to the engineer's stamped verification.
Copies of the certificate will be distributed to the parties the former owner requested, and the commission returned to its regular agenda.
