Templeton not selected for DER dam-removal design services for Otter River Pool Dam

TEMPLETON, Mass. — The Town of Templeton's application for preliminary dam-removal design services for the Otter River Pool Dam was not selected by the Massachusetts Division of Ecological Restoration (DER), the commission learned Feb. 10.
Meeting attendees heard staff read the DER notice, which stated in part, "We regret to inform you that the Town of Templeton has not been selected to receive dam removal preliminary design services for the Otter River Pool Dam. DER encourages you to continue applying for future opportunities, grants and other dam removal support services." The letter in the meeting materials was signed by Beth Lambert.
Commission staff and the town grant writer had submitted an application for DER's preliminary design services request; staff said the rejection is consistent with DER's focus on higher-hazard projects and that the town remains encouraged to reapply. No new funding award or design contract was provided.
Commission members expressed disappointment at the outcome and noted DER guidance that higher-hazard dams currently receive priority for this round of services. Staff said the town's grant writer will keep the commission informed about future DER opportunities and other funding sources for dam work.
There was no formal action by the commission on the DER decision beyond noting the denial and directing staff to remain engaged on future grant opportunities.
