Council approves annexation, MUD consent, HR/AP position and authorizes negotiation of property LOI; consent agenda passed

Council also adopted proposed Resolution No. 2025-05 to consent to creation of Montgomery County Municipal Utility District No. 255, following a motion by Councilmember Olsen and a second by Councilmember Johnson; the motion carried.
Separately, the council voted to approve a new HR and accounts-payable (AP) specialist position after discussion of staffing gaps, missing personnel files and permit volumes. The motion to create the position was moved by Councilmember Johnson and seconded by Councilmember Olsen; the motion carried.
After an executive session on deliberations about real property under Texas Government Code Section 551.072, the council reconvened and moved to approve a letter of intent and to authorize the city attorney to negotiate the purchase agreement; the motion carried.
The council also accepted the consent agenda — which included adoption of minutes from the Jan. 13 workshop, closure of a parking lot for the Montgomery Mardi Gras special event (March 1, 2025), and the call for a public hearing on proposed amendments to Chapter 78 (subdivisions) to be held Feb. 25, 2025 — on a motion by Councilmember Johnson with a second by Councilmember Fox.
