Developers seeking to convert a previously approved mixed-use building at 33 Southeast Third Avenue to restaurant space briefed the DDA on Feb. 10 and asked for the board's comments on valet parking and garage circulation.
Applicant representative said the project would convert roughly 14,000 square feet of retail and office space into restaurant uses. The proposal would relocate a valet staging area to the building's west side and convert fourth- and fifth-floor parking to valet-only tandem spaces to make up an 8-space on-street deficit created by moving the existing valet.
Why it matters: Board members expressed concern about queueing on Third Street and possible pedestrian and circulation conflicts if the valet staging is placed on the street rather than in the alley or west side where it currently operates. Several members requested that employees be provided designated free parking in the garage and urged the applicant to prioritize using existing west-side curb space or the alley for queuing to avoid congesting Atlantic/First corridors.
Action: The board made a motion recommending the application proceed with the following conditions: (1) preference to keep the valet in its current west-side location and explore continued use of those curb spaces; (2) if the valet must be moved to the east side, the applicant and staff should develop a pedestrian-safety-focused circulation plan and evaluate alley queuing as an alternative; and (3) the applicant should guarantee free employee parking in the garage for restaurant staff. The motion passed unanimously by roll call.
Implementation notes: The DDA recommendation is advisory; Development Services and traffic engineers will review the applicant's circulation plan during permitting. The board asked that any final valet plan include queuing distances, signage and hours of operation to minimize daytime street parking disruption.
Ending: The applicant was directed to work with city staff to refine valet queueing, confirm employee parking provisions and return to the board or staff with an updated circulation plan if the west-side curb spaces are not available.
