Superintendent Eric Green told the board that geotechnical testing of the district-owned Lake Hyco property indicates the soil has sufficient compaction and that prior remediation is believed to have addressed contaminants and flood risks, the superintendent said.
Green summarized outcomes from a well-attended community meeting at Kartsie Middle School where residents and community leaders discussed possible uses and priorities for the 640-acre property. He said district staff outlined a tentative RFP process and a three-phase timeline: near-term uses that would not require major infrastructure changes (planting trees, low-impact uses), midterm steps such as housing and infrastructure buildout (roads, utilities), and longer-term mixed-use and recreational development that could take five to 20 years.
The superintendent said the district plans additional developer focus groups, continued outreach and a tentative next community meeting in the coming month to present details of the RFP and options for financing. Board members praised the community engagement and urged continued follow-up with potential local and external developers. No board vote was taken on development decisions during the meeting.
