Mason adopts consolidated property maintenance code after yearlong review

MASON, Ohio — The Mason City Council on Feb. 10 adopted a consolidated property maintenance code (Ordinance 2025-13) after a year of committee work, public outreach and legal review intended to centralize scattered standards and create consistent enforcement procedures.

The rules committee led the effort, which included mailed outreach — more than 11,600 postcards to city addresses — and roughly 1,900 survey responses. Staff and outside consultant Kathy Ryan of Woodland Lamping prepared a consolidated draft to replace multiple provisions previously embedded across the codified ordinances and zoning regulations.

City staff and committee members told council the unified code provides a single, modernized location for residents and staff to find property-maintenance requirements and creates uniform enforcement and penalty provisions. The code was presented as a consolidation of existing regulations rather than a wholesale imposition of new restrictions.

Council discussion Council members who served on the rules committee described repeated work sessions and public feedback. Some council members said the original draft had felt “overreaching” and that committee revisions were meant to balance enforcement with respect for property-owner expectations. Committee members thanked staff and the consultant for making the language more definable and for simplifying enforcement steps. After discussion, council suspended the rule and adopted the ordinance by roll call.

What it changes The ordinance consolidates standards that previously resided in zoning regulations, health department references and other codified sections into Chapter 13.02 of the Mason codified ordinances. Staff said the new chapter provides clear definitions, a unified penalty structure and a consistent enforcement path to reduce confusion for complainants and those receiving notices.

Implementation and next steps Council directed staff to publish the consolidated code and enforcement procedures; staff indicated additional administrative guidance and training for enforcement personnel will follow. Council members said the code gives a foundation that can be amended later if the city identifies provisions that need modification.
