County adopts low-income property tax rebate ordinance to start in tax year 2025

The Bernalillo County Board of County Commissioners on Feb. 11 adopted an ordinance authorizing a low-income property tax rebate for tax year 2025.
Audra Garcia, senior fiscal analyst in the Finance Division, told the board that a notice was published in the Albuquerque Journal on Jan. 31 and that the ordinance is enacted pursuant to NMSA 7-2-14.3. The statute requires the county to notify the New Mexico Taxation and Revenue Department of the ordinance and provide a copy no later than Sept. 1 of the first taxable year to which it applies.
Why it matters: The ordinance creates a county-level rebate intended to help low-income property taxpayers. Commissioners described the measure as a targeted, modest step to keep people in their homes amid higher living costs.
Public hearing: No members of the public signed up to speak at the hearing convened before the vote. Commissioners praised finance staff and county counsel for a streamlined ordinance that removed language that previously referenced tax increases.
Vote and implementation: The board approved Ordinance 2025-10 by a 4–0 vote. County staff said they will send a copy of the signed ordinance to the Taxation and Revenue Department in compliance with state statute and implement the program for tax year 2025.
