Board members spoke in support of the change and discussed implementation details. Vice Chair Colleen Davis said the measure should give students a full year’s notice before the rule takes effect. Board member David Bush urged the board to treat the issue as part of a larger set of concerns about promotion practices, saying, “the real problem, is what I call social promotion,” and asked for a future discussion on whether students are being advanced without grade-level mastery.
Under the proposal discussed, middle school students on a six-period day would need to pass at least five classes throughout eighth grade to be eligible for ninth-grade athletics, Dr. Boyd said. The board agreed the athletic handbook will contain the specific verbiage and that the expectation would be in effect beginning next school year so students have time to prepare.
No formal ordinance or binding rule change was adopted at the meeting; board members directed staff to draft and insert the language in the athletic handbook and return with the handbook for approval. Further discussion of broader promotion and retention practices was requested for a future meeting.
