Commission approves Milnor boundary-line adjustment; staff to limit routine boundary plats brought to commission

The Atchison County Commission voted Jan. 28 to approve the Milnor boundary-line adjustment, a plat amendment in the Bennett Springs area of Potter, after a presentation from Blair Burton, register of deeds, and Roger Denton, GIS coordinator.

Burton and Denton explained the strip of land in question first appeared on an 1887 plat and showed no clear owner of record; two adjacent property owners and surveyors cooperated on a boundary adjustment that does not change ownership but adjusts legal descriptions and tax responsibility. The register of deeds and GIS coordinator recommended signing the boundary adjustment because all parties had signed and the adjustment clarifies parcel descriptions for tax and title records.

The commission approved the adjustment 3 to 0 and discussed a procedural change so that routine minor boundary adjustments that do not involve dedications, easements, or road responsibilities need not be routed to the commission in the future. Staff explained such minor plat revisions are often approved by staff in some municipalities and that requiring commission signatures adds processing time.

Why it matters: Approving the adjustment clarifies property descriptions and tax rolls for the affected parcels and reduces future legal ambiguity. The commission also signaled it will not expect routine, non-substantive boundary adjustments unless they affect public infrastructure or create dedications or easements.
