City staff recommended the council approve a procurement for a prefabricated building kit to house the Prosper Food Pantry and said a sole‑source approach is proposed based on the design‑build preference and prior administrative approval.
Hayden described two competitive proposals for the kit: one from CNM Metals and one from Kaufman Metals. He said the Kaufman quote was lower because the interior volume (ceiling height) was smaller while exterior square footage and appearance were comparable. The lower‑priced package was about $44,500, Hayden said, and staff recommended the lower quote because it will be easier to heat and is otherwise comparable.
City staff said Foundation for Frostburg is assisting with fundraising; staff reported the foundation has about $20,000 committed toward the project. The city plans to self‑perform most earthwork, retaining walls and grade work, and staff said Paul McKenzie has agreed to donate machine time and labor to speed construction. If the council supports the approach, staff will present a formal procurement approval next week.
Staff also noted the procurement uses a sole‑source path under the city’s procurement rule for specialized design‑build purchases where the city administrator (the former city administrator in this case) had previously approved the approach. City crews will handle much of the site work to reduce total cost.
