Board approves $147,275 building‑fund purchase to replace Kelly Elementary air handler

The Grand Forks Public School District board approved a $147,275 expenditure from building funds to replace an air handler in the 1989 addition of Kelly Elementary.
Jonathan Alwine, buildings and grounds director, described the project as a follow‑up to a larger HVAC project at Kelly that left the gym and music room addition without adequate conditioned air. The district said Johnson Controls will perform the installation after the district purchases the air handler directly via the Sourcewell cooperative purchasing agreement to reduce markup and sales taxes.
Alwine presented the cost breakdown shown in the board memo: the air handler at $73,350; installation at $63,650; and a 7.5 percent contingency of $10,275, for a total of $147,275. The contingency was described as a small buffer for unexpected issues that could arise during installation.
A motion to approve the use of building funds for the project was moved by Mr. Palmasino and approved by roll call; the vote recorded all in favor with one absence.
Alwine and the administration said the selected equipment and controls align with units already used across the district and that using Sourcewell allowed the district to work with a familiar vendor and maintain consistency in controls.
The board approved the expenditure as presented in the administrative recommendation and asked no additional questions beyond the project cost and procurement method.
