The Senate Judiciary Committee held a work session on Senate Bill 97 on Feb. 10 and adopted a dash-1 amendment that creates a new reporting section for conciliation and mediation accounts and removes prior changes to ORS 107.530, the committee was told.
Committee staff summarized the bill as authorizing counties to increase fees for marriage licenses and declarations of domestic partnership up to $50 above the base fee with periodic adjustments tied to the consumer price index, and requiring quarterly financial reports on conciliation and mediation accounts to the presiding judge of each judicial district; the amendment creates a new section of chapter 107 for the reporting requirement and removes earlier changes to ORS 107.530.
Senator Thatcher moved adoption of the dash-1 amendment. A roll-call was recorded in the transcript with the following entries: "Senator Brosnan: Aye; Senator Gelserglue: Excused; Senator Manning: Votes aye; Senator McLean: Aye; Vice Chair Thacher: Aye; Chair Prezanski: Prezanski votes aye." The clerk announced "Motion carries. The dash 1 amendment is now part of the underlying bill." The committee then considered a motion by Senator Thatcher to move the bill to the floor with a due-pass recommendation, but the sponsor later asked to withdraw that motion.
Senator Thatcher moved to rescind her earlier motion to move SB 97 to the floor, explaining she had intended to pull a different bill and that a colleague (Senator Gelser Bloem) had questions; the motion to rescind was put to a roll call, and the transcript records "President Skynet votes aye. Motion carries."
Committee staff and the sponsor said the bill will be rescheduled for further consideration at a future work session, with the amendment remaining attached. No floor referral occurred on Feb. 10.
The committee's action on the dash-1 amendment and the subsequent withdrawal of the motion to send the bill to the floor were the only formal actions recorded in the Feb. 10 work session on SB 97.
