Oregon State Hospital asks Legislature for funding to address staffing, records and patient-safety technology

Oregon State Hospital leaders told the House health subcommittee on Feb. 10 that shifts in the hospital’s patient mix and mandatory regulatory requirements are the primary drivers behind the agency’s requests in House Bill 5025, the Oregon Health Authority’s main budget bill.

“The State Hospital…is a 700‑plus bed facility for adults with severe psychiatric illnesses whose treatment needs cannot be met safely in their communities,” said Dr. Sarah Walker, interim superintendent and chief medical officer of the Oregon State Hospital. She said the hospital’s population is now dominated by forensic commitments: “55 percent of our population at this point is with us under an aid‑and‑assist commitment.”

The change in who is admitted matters because forensic patients generally stay longer and require different services than people admitted under standard civil commitments, Walker told the subcommittee chaired by Co‑Chair Campos and Co‑Chair Valderrama. She said the hospital must comply with a federal court order that requires prioritizing aid‑and‑assist and guilty‑except‑insane (GEI) admissions and obligates the hospital to admit those patients within seven days of a judge’s order.
