Sen. David Brock Smith introduced Senate Bill 503 on Feb. 10, 2025, proposing that a recreational vehicle be temporarily sited for up to five months per year on land zoned for Exclusive Farm Use (EFU) when the RV is used by individuals providing security on the farm.
Sen. Brock Smith said thefts and other risks to farm assets have driven the proposal and stressed the bill’s narrow scope. “We’re not opening up RV parks on EFU land,” he told the committee, saying the change is intended to let landowners station a vehicle for security during critical seasonal periods.
Senators discussed personal experience and co-benefits. One senator said she had used an RV while calving cattle in remote areas and noted reduced vehicle travel; she also said the practice had decarbonization benefits by avoiding daily round trips. No members of the public registered opposition during the hearing recorded in the transcript.
The committee closed the public hearing without taking a vote.
