Lacey begins greenhouse‑gas reduction and resilience planning for 2025 comprehensive plan

Lacey staff and consultants briefed the council on required greenhouse‑gas (GHG) reduction and climate‑resilience subelements during a Feb. 11 work session, describing the scope, analytic approach and draft goals the city will integrate into the 2025 comprehensive plan.
Lindsey Fields, Lacey's climate sustainability coordinator, said the 2023 legislative package (most prominently HB 1181) requires cities to adopt two subelements: a GHG‑reduction (mitigation) subelement and a climate‑resilience (adaptation) subelement. Fields said the mitigation subelement should produce measurable reductions in emissions from buildings and transportation and prioritize reductions that benefit overburdened communities.
Fields and consultants presented a regional greenhouse‑gas inventory developed through the Thurston Climate Mitigation Collaborative that identified buildings (residential and commercial) and transportation as the largest emission sources. Staff recommended using the county inventory for Lacey's baseline and noted Commerce guidance for setting interim targets: an example staff discussed was a 2035 target of roughly 45% below 2022 levels, a 2040 target of 75% below 2022 levels, and a net‑zero target by 2050; staff emphasized these targets will be set in accordance with Commerce guidance and regional data.
The resilience subelement will assess local exposure and vulnerability to hazards such as extreme heat, wildfire smoke and severe storms. Consultants Ron Whitmore and Robin Wong outlined analysis showing Lacey's relative exposure is lower than some jurisdictions, but that key vulnerabilities remain — including households without cooling, populations with language or income barriers, and concentration of natural resources community members identify as important to protect.
Staff said the city secured grant support and convened an interdepartmental climate team including public works, parks, emergency management and equity staff. Fields said the draft goals and policies will be discussed at public outreach events and returned to council in April, with public drafts expected in May–June and final integration into the comprehensive plan in 2025.
"The greenhouse‑gas development should result in reductions in overall greenhouse‑gas emissions generated by transportation and land use," Fields said, adding the city will also create a resiliency framework that prioritizes vulnerable communities for interventions such as cooling centers, targeted communications during smoke events and nature‑based solutions.
