Representative Paul Evans introduced House Bill 2,773 and told the committee the measure aims to expand community access to fishing and outdoor food resources, particularly for urban and underserved populations.
"This is a vision where communities would have access to locally grown and harvested foodstuffs," Evans said, framing the bill as a resilience and access measure that could expose more youth to fishing and local food production. The bill would enable capital projects in selected areas, permit limited local excise on gear to support free or low‑cost access, and create opportunities for community tournaments and education.
Supporters included fishing organizations and industry groups. Bob Olson of the Northwest Steelheaders said the bill would increase access in urbanized areas where traditional fishing spots have been lost to development. Larry Phillips of the American Sportfishing Association highlighted the economic importance of recreational fishing — the industry contributes roughly $1.1 billion annually to Oregon's economy and supports about 8,000 jobs — and noted that youth introduced to fishing before age 12 are substantially more likely to buy a license as adults.
Witnesses emphasized that urban access programs can expand participation and promote outdoor education and stewardship, while noting implementation questions remain around scale, permit design and local funding mechanisms. The committee closed the hearing and invited written testimony for members who could not testify in person.
