Central York School District staff presented proposed settlements for two tax-assessment appeals affecting commercial parcels on Pleasant Hill Road and told the board they will seek formal approval by roll-call vote at the next meeting.
The district said two parcels appealed assessments in October 2023 and the county assessment board reduced their values, producing an earlier estimated loss of revenue of about $66,000 for the Target building and about $32,000 for the Coles building. After further appraisal and negotiation, staff described proposed settlements that would increase assessed values relative to the reduced amounts.
For the Coles building, staff said the agreed assessed value would be $5,100,000, which would restore $263,000 in assessed value and yield approximately $6,000 in additional real-estate tax revenue at the district’s current millage rate. For the Target building, staff said the settled assessed value would be $4,400,000, restoring $446,000 in assessed value and yielding approximately $10,000 in additional tax revenue. Staff said the district and property solicitors discussed the potential settlements and that the board would vote on each parcel individually by roll call at the next meeting.
Board members asked practical questions about how long an agreed assessed value would remain in place; staff responded that unless there is a countywide reassessment or another appeal, the assessed value stands, and noted they would provide the exact statutory appeal interval if the board wanted a specific waiting period.
