Orange County board opens review of student transfer policy, debates siblings, magnets and transportation

ORLANDO, Fla. — At a Feb. 11 work session, the Orange County Public Schools Board of Education reviewed Policy JCA, the district’s assignment-of-students policy, and debated changes intended to respond to declining enrollment and competition from state scholarship programs.

The discussion focused on whether the district should ease transfer rules to encourage families to remain in OCPS, how sibling transfers should be handled when a school closes open enrollment, and how magnet-program access and transportation affect equity. Superintendent Dr. Vickie Vasquez and General Counsel John Palmerini fielded questions from board members and enrollment staff including Stacy Neal and Ms. Veil.

Board members said recruiting and retaining students — and simplifying the transfer and enrollment process — were priorities. Board member Amber Galloway said the policy review was motivated by “declining enrollment and ... the competition that we're experiencing with the FES scholarships,” and urged staff to “make it easier for kids to enroll.”
