Airport commission approves ARFF truck changes, ramp lighting design and related contract amendments

At its Feb. 11 meeting, the Nantucket Memorial Airport Commission voted to approve a package of contracts and contract amendments covering airport firefighting equipment, construction change orders and a design task order for ramp lighting.
The package approved included: a $53,410 contract with Hortonville Consulting (including $49,160 for three years of annual Aircraft Rescue and Firefighting, ARFF, training and on‑truck foam testing); Pearl Construction change order No. 4 for $19,616.55 (covering a $10,000 passthrough for domestic fire and water suppression connections to the dormitory building, $3,627.35 for future gate base work and $5,989.20 for plumbing and electrical upgrades to modular housing); a credit and calendar extension with Industrial Protection Systems (a $1,469.25 credit plus schedule adjustment); an Oshkosh change order for $26,873 to add an onboard foam proportioning system to an ARFF truck; and a $253,700 task order with McFarland Johnson for ramp lighting design and photometric analysis.
Airport staff said the onboard foam proportioning system was not in the original truck scope because the specification predated military and FAA moves to recognize fluorine‑free foams; the new equipment makes that capability available to the airport and eligible for typical AIP cost splits, staff said. McFarland Johnson’s design work will evaluate dark‑skies‑compliant fixtures and photometrics for the south and commercial ramps; staff described the task order as large because it includes expanded photometric analysis and means-and-methods planning.
The commission approved the combined package by roll call. The chair called for a motion to approve the contracts; after a second, commissioners voted in the affirmative by roll call. Votes recorded on the package included Miss Topham (Aye), Ms. Garen (Aye), Mr. Marks (Aye) and the chair (Aye).
Staff said one item — a license for the lamp ramp — will be continued to the March meeting and the airport manager agreement will be administered separately.
The approvals allow procurement and design work to proceed; staff recommended the actions be approved so that equipment deliveries, contractor work and design schedules can remain on track for upcoming construction windows and grant eligibility.
