The Saint Charles City Development Committee on Feb. 10 approved a city easement to allow NiCore Gas to install a regional gas main route through Langham Park as part of a Fox River crossing alignment.
City staff told the committee NiCore’s preferred alignment runs beneath the Fox River and will traverse Langham Park on the east bank and Mount Saint Mary’s Park on the west bank. Staff said NiCore (referred to in the transcript as NECA/NiCore) has worked with the U.S. Army Corps of Engineers and the Park District on planning and design but has not yet obtained the Army Corps’ authorization for the under‑river crossing or the Park District’s approvals for the Mount Saint Mary’s Park portion. The easement the city approved covers only the city‑owned Langham Park segment.
Staff explained the proposed gas main will be installed by directional boring with a small staging footprint and minimal impacts to Langham Park improvements and park trees. Work is proposed for the coming spring; staff said staging and operation would be arranged so the park remains open during recreational seasons and that NiCore will be present on site for about two weeks during installation. A committee member asked staff to ensure NiCore coordinates outreach to nearby residents so they are aware of safety and schedule information.
A motion to approve the easement passed on roll call. City staff will continue coordination with the Army Corps, the Park District and NiCore as the project seeks remaining permits and approvals.
