Scottsburg council approves meeting minutes and reviews prior-year encumbrances

The Scottsburg City Council approved the minutes of its Jan. 27, 2025 meeting after a motion and second. Council member Rick Cozart moved to approve the minutes; Tim Hall seconded. The motion carried on a voice vote.
Later in the meeting staff reviewed encumbrances carried forward from the prior year. City staff said there were six encumbrances (projects or purchases approved with funds reserved) that remained on the books and would be carried into 2025 so the city could complete the related work and pay invoices under signed contracts. Staff noted fire department expenditures were among the items funded from prior-year appropriations; the transcript records staff saying the fire department used leftover funds to purchase eight sets of gear.
Staff advised the council the encumbrances would appear in the financial statements and invited members to follow up with questions. No formal vote was required on the informational encumbrance report; staff said the items had been approved previously and were carried forward via signed contracts and purchase orders.
