Conway council condemns trailer at 1001 McNutt Road after welfare and animal concerns

The Conway City Council unanimously adopted a resolution (R-25-03) directing condemnation and demolition of a trailer identified as Unit 201 at 1001 McNutt Road after city staff described unsafe living conditions uncovered during an emergency response.
City staff reported the property was discovered after Pafford, the Conway Police Department and the fire department responded to an emergency call and found elderly occupants in poor condition. Animal services removed two dogs and 23 cats from the unit, staff said.
"Is this property located at 1001 McNutt Road, Trailer Number 201 was brought to our attention from, Pafford, the Conway Police Department, and fire department had responded to an emergency call of some elderly people that were in a in a really bad position. ... We trapped, 2 2 dogs and 23 cats that have been living in this," a city staff member told the council.
Staff said building inspectors deemed the unit unsafe, staff placarded the structure and posted notices, and that the city had followed the steps required under the Nuisance Abatement Code. The city attorney explained that notices and service requirements differ between notice of violation and notice of condemnation under the city code; for condemnation the code does not require certified mail but staff said they had posted the property and hand-delivered notices in this case.
Councilmember Finkenbinder (questioning procedure) and staff confirmed the city had gone beyond the minimum ordinance steps by posting and hand-delivering notice to the property owners, and that certified mail would be required only in subsequent processes if the council did not act.
A motion to adopt the resolution to condemn the structure and proceed with demolition was moved, seconded and passed 7-0. Councilmembers did not take additional actions or attach conditions to the resolution at the meeting.
Staff said the residents removed from the property were placed in care; the meeting record states two of the adults were elderly, "close to 80," and would likely remain in a nursing facility.
The resolution passed at the meeting instructs Public Works and code enforcement to proceed with demolition and abatement consistent with the city's nuisance process.
