Hutchinson County commissioners approve Chamber event permits, equipment auctions, jail transport van and file grader insurance claim

Hutchinson County Commissioners Court approved multiple routine requests and purchases during a regular meeting where commissioners signed off on event permits, surplus equipment sales and a sheriff's department vehicle purchase while directing staff to submit an insurance claim for grader damage.

The court approved two facility requests from the Chamber of Commerce: a repeat “Skylines” event at the airport hangar planned for Nov. 1, and a murder-mystery dinner at the Hutchinson County Museum set for Aug. 9. Britsey, a Chamber representative, told the court the hangar event previously drew about 26 people and that the museum dinner “will be a much smaller crowd, approximately 50 people.” Commissioners also voted to waive facility fees and required the Chamber to carry special-event insurance of $3,000,000 and to provide security if alcohol is served. The motion to approve the events and waive fees passed by voice vote.

The court approved a $5,000 continuation bond for Tiffany Phelan, deputy county auditor. The motion to approve the bond carried without recorded opposition.

Road and bridge staff provided lists of surplus items to place on Purple Wave for auction. Dwayne, road and bridge staff, presented three vehicles: a 2002 Chevy fire truck, a 2001 John Deere tractor and a John Deere mower; the court approved sending those items to auction. Separately, the court approved listing used county furniture (chairs, desks and benches) on Purple Wave after staff inventory and photography.

Commissioners debated and then approved filing an insurance claim with the Texas Association of Counties (TAC) for damage to a 2017 Caterpillar grader. Dwayne reported parts and tire costs of roughly $4,500 and $4,537, respectively, and estimated total in-house repair costs approaching $10,000. After discussion about whether to file smaller claims and a plan to set a future policy threshold, the court directed staff to submit the claim and provide receipts and photos to the auditor.

The juvenile department’s request for out-of-state travel to two trainings — a Handle With Care course in Norman, Oklahoma, attended by Chief Sharp and Amber Wells, and the West Texas Chiefs Association conference in Ruidosa, New Mexico — was approved.

The court considered bids for a new jail transport van and approved the recommended purchase from Dana Fleet Safety (preferred lower quote) at a price reported in the meeting as $67,823.30 for the outfitted vehicle and related upfitting costs. The court’s motion to purchase the van passed by voice vote.

Library and museum staff gave monthly reports. Nancy, library staff, said story-time attendance has grown and that the library is hosting Medicare information classes, planning a spring community day and preparing for the summer reading program; she noted the library is participating in the Harrington Library Consortium. Ashley, museum staff, reported outreach with regional museums and plans to expand adult and youth programming.

Other routine business: the courthouse generator for an ARP-funded project arrived and staff expect to coordinate replacement with an electrician; parking-light electrical work is underway. The court clarified that Hutchinson County is not under a burn ban (the meeting noted a mistaken social-media post referenced Hutchinson in North Dakota), and it instructed staff to correct signs and public messaging. The court accepted donations for sheriff's office waiting-room furnishings and approved reported club-room reservations at the Pover Library. Line-item budget amendments and transfers presented at the meeting were approved.
