Board approves $276,870 in reallocated funds, awards contract to renovate courts into pickleball and basketball facility

The Bedford County Board of Supervisors approved a contract award Feb. 10 to renovate the County Rec tennis courts into a six-court pickleball facility plus a basketball court.
Chris Higgins, presenting for Parks and Recreation, said the existing three tennis courts and a damaged basketball court would be completely demolished and replaced with a performance acrylic surfacing system suited to pickleball and basketball. The base bid covers new fencing, benches, surfacing and accessible sidewalks within the existing footprint; optional alternate bids included sports lighting and individual court dividers, but the board approved only the base bid at this time.
Higgins said the project had been included in the capital improvement plan with $100,000 budgeted for FY 2025 and a planned $200,000 for FY 2026. To proceed immediately, staff requested reappropriation of $129,075 from the Red Barn project (on hold) and $147,795 from the unallocated CIP balance, for a total additional appropriation of $276,870 to cover the contractor’s base bid. Staff recommended G & H Contracting as the general contractor following an RFP and review by a county selection committee.
Supervisors asked about surfacing warranty, maintenance and fencing costs. Higgins said the court surfacing contractor is a regional firm experienced with tournament courts and that surfacing is typically recoated in 10–14 years depending on use; annual cleaning and power washing would be performed in-house by Parks and Recreation. Fencing quoted in the proposal reflects sports-grade, coated material and includes multiple gates and reinforced structure.
Supervisor Johnson moved to approve Resolution R021025-02 authorizing the county administrator to execute the contract with G & H Contracting for the base bid and to transfer $276,870 from the Red Barn project and unallocated CIP to fund the work. Supervisor Johnson seconded; the motion passed on a roll-call vote with all supervisors recorded as voting yes.
Why it matters: The county is responding to strong local demand for pickleball play and expands outdoor recreation capacity. The reallocation of CIP dollars accelerates the project into the current fiscal year rather than waiting for FY 2026 funding.
