Committee moves revised nondiscrimination policy and plan to full board for first reading

On Feb. 10, 2025, the Concord School Board Communication and Policy Committee voted to send a revised nondiscrimination policy and its companion plan to the full board for first reading.
The committee moved Concord School District Policy 161, Non-Discrimination and Equal Opportunity Employment, together with the district's School District Non-Discrimination, Equal Opportunity Employment and Anti-Discrimination Plan and the attached Appendix A to the full board. Chair Kara Meeker said the packet had been edited for clarity and format and called the draft "what I consider ready for moving to the full board, for first reading." The motion passed unanimously as recorded by the committee (tally recorded as 4-0 in committee).
The revisions are largely technical and organizational: committee members renumbered paragraphs to permit precise citation, separated the plan from the policy so it can be housed with other operational plans (such as suicide prevention), and moved contact information into Appendix A. Karen Fisher Anderson and staff also checked cross-references and legal citations for consistency; committee members asked that the legal references be formatted consistently and reviewed for up-to-date citations.
Committee members framed the vote as advancing a substantially settled text to the board while leaving room for final legal-reference edits. Meeker, who led the review, noted that the new organization allows the district to treat the plan as a distinct operational document while keeping the policy as the governing statement. Jim Richards moved the companion plan and appendix to the board in the same action; Liz Boucher seconded that motion. The committee also agreed that appendices do not require board approval on their own but moving the package together made the packet clearer for the full board.
What happens next: the policy and plan will appear at the full School Board as a first reading, where board members and the public may suggest amendments before any subsequent vote.
