Staff announces UDO review, investment-area study, Mobility Plan public comment and budget kickoff

Planning staff gave a series of project updates during the Feb. 11 agenda review, outlining near-term schedules for the Unified Development Ordinance (UDO) review, a City of Knoxville priority investment areas study, Mobility Plan 2050 public comment and the FY26–29 Transportation Improvement Program call for projects.
Director Brooks introduced new communications staff member Becca James and said she joined in January to support outreach and website guidance. Brooks then said the FY26 budget and work program preparation is beginning: leadership kicked off planning and staff will meet with city and county partners over the next several weeks to shape proposals and present a draft plan later this spring.
Brooks said the UDO review is fully underway, with consultants preparing an analysis and staff tentatively scheduling public open houses for late March. The City of Knoxville priority investment areas study is also active—the consultant team completed initial site visits and stakeholder interviews and will return in late March or early April for more feedback and site work.
On transportation, Brooks said Mobility Plan 2050 is nearing completion; an official public comment period would begin in early March and the plan is scheduled for adoption at the Transportation Planning Organization meeting in April. Staff also noted the FY26–29 Transportation Improvement Program has an ongoing call for projects through February and is due for adoption around October.
Brooks closed by noting staff participated in youth engagement work—presentations to junior county commissioners and a planned presentation to West Hills Elementary students later this spring. A commissioner also reported attending a Keep Knox Beautiful conference on heat-resilient cities and encouraged other commissioners to participate in continuing-education opportunities.
