Planning staff recommended approval of a master sign plan for the multi-structure development that will include the new Smokies stadium, telling the commission the plan is appropriate to the project’s scale and the 2021 planned development approval.
Samuel, planning staff, explained the stadium and surrounding buildings were approved as a planned development in 2021 and that the planned development required a master sign plan. He said the plan package includes site plans, building elevations and separate sign schedules for the stadium, the Delaney Building and a third building; calculations are provided per parcel. “Staff recommends approval of the master sign plan because the plan is appropriate for the unique scale and nature of the development,” Samuel said.
Staff said most of the proposed signs conform to the dimensional requirements of Article 13 of the zoning ordinance and noted the approved planned development previously allowed some deviations from the standard sign rules and introduced new sign types such as banner signs. The package shows attached street-facing signs, wall-mounted projecting signs, canopies, awnings and sidewalk signs; staff noted the exact sign content will be reviewed at permitting.
No formal vote was recorded at the agenda review; staff presented the master sign plan and invited questions from commissioners.
