Brandt said the city expects to be awarded three grants through the REAP‑2 program: two planning grants that together total $270,000 and one public-works grant for $90,000. He described the planning grants as focused on interior-city infill readiness and on evaluating growth constraints on the city's outskirts (for example, how the Lemoore Canal and existing rural roads could affect expansion plans). The public-works grant will explore ways to increase well-field capacity at the Kings River well field to support additional housing.
Brandt also reported the city is participating with the county and other cities on a regional Active Transportation Plan (ATP) to identify bikeways and pedestrian corridors. He updated the commission on the multi-jurisdictional housing element required by the State Department of Housing and Community Development (HCD), noting the city has submitted one round of materials and expects additional rounds of review; he said lacking an adopted housing element limits affordable-housing developers' ability to apply for certain grants.
Other project notes: Brandt said construction is underway at the Maverik site and that Lennar's Liberty Drive subdivisions are active. He added that Lacy Ranch may be under sale to a new developer who is conducting due diligence.
