HR section approves amended House Bill 1014 for Protection and Advocacy budget

Adam (budget staff) walked members through the long sheet and SPA, explaining how standard salary and health insurance increases, a new-and-vacant FTE pool, and other technical adjustments flowed from the long sheet to the SPA. He identified a $426,000 combined increase for salary and health insurance — $246,000 for salary and about $180,000 for health insurance — and noted a $19,288 one-time general-fund payment for accrued leave payouts.
Representative Mitscog moved amendment 25.0158.01001; Representative O'Brien seconded the motion. Committee members described the workforce technology position added in the budget as a direct-care benefit and supported including the one-time retirement payout in the bill. "I think that's... a win-win in my opinion," Chairman Nelson said in support of the workforce technology position.
The committee adopted the amendment on a roll-call vote and then voted to move the amended House Bill 1014 out of section. Roll-call entries in the hearing record show the listed members voting "yes" during both the amendment and final votes.
The chair urged staff to notify the agency that Protection and Advocacy received most of its requested items. No substantive dissenting motions were recorded during this item; members discussed only the two additions (the workforce-technology position and the retirement payout) and the mechanics of the long-sheet-to-SPA conversion.
The committee adjourned the HR-section consideration of HB1014 and prepared to send the bill to full committee action the next day.
