The Sugar Land Planning and Zoning Commission on a unanimous vote approved the Rye Hill Section 2B preliminary plat — a 30.034-acre portion of the larger Rye Hill development that would create 107 single-family lots — while attaching conditions requiring corrections to several dimensional callouts and reserve acreages before final platting.
Interim Senior Planner Jessica Echols told the commission that preliminary plats "lay out lots and streets to confirm that all minimum lot sizes and right of ways can be met," and that box exhibits are required to demonstrate minimum lot widths at the front building line. She said preliminary plats are not recorded at the county and that the exhibit boxes do not represent building pads.
The commission’s approval is conditioned on technical corrections staff and commissioners identified during the meeting. The motion requires resolving a mismatch between match-line pins shown on separate sheets, correcting multiple numeric lot-line and curve-table dimensions called out on the box exhibit and preliminary-plat sheets, and ensuring the acreages for reserves A, C, D and E in the reserve table match the provided square-foot figures. The conditions cite the development application handbook (graphic requirements for preliminary plats) and relevant sections of the city’s development code (Chapter 5, Articles 2 and 3) that govern lot/reserve and street/dimension standards for plats in the city’s extraterritorial jurisdiction (ETJ).
Commissioners and the applicant discussed several specific technical points during the review. Commissioner Dawood identified a match-line discrepancy that produced a reported 6.12-inch closure error between adjacent sheets; applicant representative George Taylor Russell of Peyton Dawson acknowledged that overlap and match-line visibility across sheets can create those issues and said it was likely a drafting/overlap artifact. Commissioner Brown, who said he was "excited about this development," led a detailed readout of dimension corrections commissioners requested, including specific block-and-lot callouts (for example, adjustments from 169.97 to 170.48 adjacent to Block 1, Lot 2, and multiple 224.37 ↔ 224.38 corrections on box-exhibit sheet callouts). Staff confirmed that final COGO (coordinate geometry) checks and closures will be completed before final plat submittal.
Commissioner Smith asked about noise buffering for lots adjacent to the railroad; Echols said the development agreement’s approved general plan includes a 50-foot-wide landscaping buffer adjacent to the railroad right of way intended to provide a buffer, and noted that the subdivision regulations require a formal noise barrier only for lots adjacent to arterial or collector roadways. Commissioners also asked about stormwater detention; Echols said the detention pond for this portion of Rye Hill is shown on the general plan but in an adjacent section that has not yet come forward, and that two final plats and letters of no objection from the Fort Bend County Drainage District have already been received for other sections. She said additional detention ponds will be included in later preliminary and final plats.
The commission’s motion, as made on the record, listed the specific dimensional corrections and referenced the development handbook and development code sections that govern graphic requirements and lot/reserve standards for preliminary plats and ETJ projects. Staff confirmed the recommended condition that reserve acreages match the reserve table square-footage entries. The motion passed unanimously among the commissioners present.
Next steps: the applicant must correct the flagged dimensions, reconcile the match-line pin/location discrepancy between sheets, update the curve table entry noted during the meeting, and revise the reserve-acreage figures to match the reserve-table square-footages before the final plat is accepted for final approval.
