Health department asks committee to repeal reporting statute on diabetes goals; bill passes unanimously

The Senate Human Services Committee voted 6-0 to recommend passage of House Bill 1069, which repeals North Dakota Century Code section 23-01-40, a statute that directed the department, Indian Affairs Commission and the public employees retirement system to collaborate on diabetes goals and benchmarks.
Susan Mormon, the department’s health-promotion and chronic disease prevention unit director, told the committee the department’s Diabetes Prevention and Control Program already aligns its work with CDC guidelines and will continue collaborating with partners even if the statutory reporting requirement is repealed. Mormon said the repeal would “streamline our efforts by eliminating unnecessary duplication of work and reduce red tape.” She added that the division will “continue to collaborate with the partners outlined in the Century Code along with other key stakeholders.”
Why it matters: The change removes a statutory reporting mechanism but does not end the department’s diabetes-prevention activities. Committee members asked whether repeal would change program activity; Mormon said “nothing will change. We will continue to do the work effort.”
Vote and procedure: Senator Rohrs moved the due-pass motion; Senator Van Austin seconded. The committee voted 6-0 to recommend due pass. Senator Weston volunteered to carry the bill.
