CRA asks staff to study LED sign options, setbacks and safety for Port Consolidated site

The CRA discussed a staff recommendation to purchase and install a new LED sign to replace the existing Port Consolidated sign at the Port Consolidated site (102 Root Street) in the North Historic District and asked staff to return with more technical information before any commitment.
Staff told commissioners it solicited multiple bids and identified Stewart Signs as the highest‑scoring vendor for a 5'‑by‑9' LED display at a quoted price of $31,761.26; staff said the quote covered the sign package including warranty and installation. Commissioners raised concerns about sign height, proximity to the roadway, FDOT setbacks, illumination intensity and potential driver distraction.
Commissioner Jones asked whether the chosen sign measured within the city’s sign ordinance limits; staff replied the proposed sign was within the ordinance and that staff would obtain written confirmation. Commissioners asked staff to get formal answers on permissible height and setback, confirm whether the quoted price includes structural support, confirm that warranty and installation are included in the total, and to consult FDOT and the planning director about any required permits or approvals. Commissioners also suggested studying alternate siting so the sign would be on city‑owned property if future changes to the site occur.
Safety and brightness controls were discussed; staff said some sign software allows intensity/time scheduling and that staff would confirm dimming/curfew/glaring controls. The board directed staff to return with written answers about sign dimensions against the ordinance, confirmation of what the vendor quote covers, any electrical or foundation work needed, FDOT setback requirements and a lighting‑intensity plan to mitigate driver distraction.
No formal vote was taken; staff will report back with the requested technical and regulatory information.
