Legal counsel said the grant program does not use mandatory prohibiting language and that the CRA board has discretion to consider work done after the deadline for this cycle. Several commissioners said the applicants should not be penalized for unclear staff timing and supported considering retroactive work.
After discussion, commissioners moved, seconded and approved grant awards by voice vote for the properties listed on the agenda. The board placed conditions on reimbursement: applicants must provide invoices and proof of payment, and staff was asked to require before‑and‑after photos (or other documentation) showing that any work for which reimbursement is sought was completed after the 30‑day cutoff when awards are for retroactive work. Staff said it will make those documentation checks a condition of the grant agreements and will return revised grant program language before the next cycle.

Staff emphasized that grant payments will be made only after the applicant submits receipts and the project manager verifies completed work matches the awarded scope. Staff also said it will review prior cycles for active agreements that may still reserve funds and include that accounting in the next report to the board.
No commissioner opposed the awards during the voice votes. The board asked staff and legal to revise grant application language to close identified loopholes before the next cycle and to return applicant documentation when presenting final grant agreements for commission approval.
