City staff presented the commission on Feb. 11 with two additional appraisals and the full Phase II environmental site assessment (ESA) for 1128 Chestnut Avenue, the former Saunders diesel property the city has been evaluating for purchase.
Staff told commissioners the Phase II ESA did not identify contamination that would preclude acquisition; the two new appraisals were broadly consistent with earlier valuations. The city’s special counsel is handling closing work, and staff said the purchase was on track for the previously authorized closing date (on or before Feb. 15) unless the commission chose to terminate the contract.
Several commissioners and public commenters revisited the property’s history. Some residents and commissioners expressed concern about the earlier process and the mix of appraisals submitted by the seller and the city; others stressed the site’s redevelopment potential for parking and east-side St. Andrews improvements. The commission did not adopt a motion to terminate the purchase; staff said no further action was required on the item at that meeting.
Staff said the completed Phase II ESA and a two-page summary would be made available in the project file and that the commission would be alerted if the Phase II or any subsequent findings required further action prior to closing or during redevelopment.
