City to sell perpetual easement for cell tower site to Tower Point for $742,000

The City Commission approved the sale of a perpetual easement to Tower Point for $742,000 for the cell tower site identified as BRA 374 (site 340-115C), a parcel behind the city’s Beck and Nineteenth underground utilities facility and Fire Station No. 2.
Staff said the city received unsolicited purchase or lease offers, including $735,000 from Crown Castle and $742,000 from Tower Point. At an earlier meeting the commission had authorized the city manager to pursue offers; at the Jan. 28 meeting staff recommended accepting Tower Point’s higher offer. City Manager Jonathan Hayes said that funds from the sale were slated for parking improvements in and around downtown St. Andrews under earlier direction from the commission.
The commission voted 5-0 to accept Tower Point’s $742,000 offer. Staff and counsel noted the city continues to hold underlying property title and the successful purchase would convey a perpetual easement; staff said if the parcel stops being used for a cell tower the easement would revert to the city. The sale closes under terms to be negotiated and recorded following commission authorization.
Commissioners praised staff negotiation work on the offer process and noted the money will be directed to downtown parking improvements as previously discussed by the commission.
