Commission directs staff to draft Watson Bayou citizens advisory framework to study water quality and mooring options

Mayor Michael Rowan proposed creation of a Watson Bayou citizens advisory council at the Feb. 11 meeting to study the health of Watson Bayou, address liveaboard issues and consider whether the city should plan a city-owned mooring field. He proposed seven members appointed by the mayor and commissioners and a quarterly reporting cadence.
Commissioners discussed the scope, costs and staffing impacts of adding more advisory bodies. City Clerk "Miss Smith" noted the city already manages 13 boards and that an additional formal board would impose administrative costs and require staff resources. Several commissioners suggested limiting the initial charter or keeping the group voluntary to limit direct budget impacts.
After discussion the commission voted unanimously (5-0) to ask staff to develop a formal framework for a Watson Bayou citizens advisory council, including possible CRA involvement and an estimate of costs and staffing impacts. The commission directed staff to return the framework for review (timeline discussed as part of the upcoming budget/strategic sessions) so commissioners can consider whether and how to create the advisory body.
Commissioners said they wanted a short, action-oriented process and suggested an initial evaluation at one year rather than a longer phased term; staff was asked to provide options for membership, meeting frequency, likely deliverables and a preliminary cost estimate.
